My wife also goes through the Locals Line as well. Normally, we both end up waiting for our luggage at the baggage carousel.
On one occasion, there was an hour delay in the Locals Line while all the VOA people had already arrived at their hotels. The fellow in front of my wife was a rough Balinese and started swearing at Imigrasi. Imigrasi then turned round and told everyone in the Locals Line that they had filled out the wrong forms and they would have to fill out new forms and that they had also run out of new forms.
