If your boyfriend ends up living with you outside Indonesia, he can get a stamp in his passport that allows him to enter/leave Indonesia 4 times per year without paying fiscal. This is the correct process for Indonesians living outside of Indonesia.
This only applies to Indonesians who have registered with an embassy or consulate outside Indonesia that they are living outside the country (which they are required to do by Indonesian law anyway). The stamp lasts for a year and then they just go back to the embassy/consulate and get another one.
