Seminyak is probably one of (if not the most) expensive areas to stay on the West coast. You'd be struggling to find something suitable in that price range. However, you could book something on the net for a week then head out and about while you are there asking locals if they know of a cheap private villa to rent. This has worked for me in the past. (not in Seminyak though). Another consideration is whether you are sure you want to be anchored to one spot the whole of the month, that's kind of restrictive. I'd go balmy!
Legian has many more options, but is getting a little ragged in that price range too. '3 Brothers' is a reasonable option and fits your requirements. In fact there's a few in that street that are similar. You may be able to play one off against the next to get a cheaper rate.
Scan the net, often internet rates are far better than 'walk in' rates and you can book 48 hours before.

I stay in and around Tuban these days mate... Close to surf, nightlife, and far better value for money.
