I had slings for my kids when they were babies and no way would I have carried them round in it at 14kgs and specially not in the Bali heat (think ikkky sweaty hot and a sore back to boot).
Stick with the push chair and strap him in.
Instead of a 3 wheeler (which can be bulky) we took an umbrella stroller 2 years ago for our 2.5yr old. They are more lightweight so you can throw them around to get up the curbing and bumps etc.... you get pretty X-games after while LOL
Our kid wasn't a problem- she stayed in it most of the time (she is usually a very busy person) as they get so hot and tired in the heat they like to chill sometimes... plus sometimes it gives them somewhere to hide and feel safe when all the Balinese are grabbing at them (Its all very sweet but sometimes too much for them)
