Regardless of where I am in the world if you wish to call my Optus sim number you would dial +61411331333. When I am abroad and not wanting to be stiffed with loads of expensive call costs I buy a local SIM card and stick it in the phone.
Every country has their own prefix. eg Australia 61, Indonesia 62, Uk 44.
The issue is whether the number that you are calling is domiciled.
