I'm pretty sure that it is actually illegal to bring back pirate DVD's, which is what nearly all DVD's are from many parts of Asia, but in all my trips, customs have never worried about it as 'individual DVD's are probably for individual use'. Think they would have an issue if anyone had dozens of the same DVD or an amount that looked like a commercial quantity.
