Instead of stakes I have used 20 mm retic pipe for the poles and have used 25mm retic pipe (about 250-300 mm long) sunken and bedded in concrete into the brick paving and left flush with the surface so the poles can be taken out for replacement of flags,we leave the flags up permanently and they last at least 9 months depending on winds etc.
