To be honest in my opinion you might as well get someone oof the street to read out exactly what you wish to be read to you,as neither milton or probably every other foreigner there has no authority to be doing anything remotely legal whether or not they were or were not a jp or wedding celebrant back in whatever country they are from.And if it is not a legal thing to be doing why pay someone x amount of dollars to basically read something to you that has no real relevance except in your own mind and heart.
