you. When you are in Bali you are the foreigner and the attitude is that if you weren't there the accident wouldn't have happened therefore it is your fault. If you are sitting in a car with a local driver then it is the drivers respponsibility not yours. Unfortunately there tends to be a lot of corruption with the authorities and you re the sitting duck. I have hired cars and motorbikes in the past but Im a bit older and wiser now and wouldn't do it these days.
