I've heard so many people claiming they must be safe because they're 'henna'. Actual henna skin decorations are safe, but they're also light to mid brown in colour and never black.
It can work on many people without a reaction, but it is a chemical and it is harsh on skin. There's also plenty of people who have gotten them every year with no issues, then suddenly had a reaction.
The sad part is that, once you have a reaction, you can become allegic to the colouring forever - including anything that uses it as a dye... clothing, hair colouring etc. Not really worth it for a few days with a fake black tattoo.
