3 - 5 days for the decision once all the appropriate/necessary documentation is submitted.
Passport can be tracked online.
You can purchase the ticket within Australia for them.
However best not to pay for it until until the visa has been granted (unless it's fully refundable etc)

Inviting Someone To Visit Australia From Indonesia - Tourism Visa
What you will need:
For them (your visitor):
+ Need visa form 48RIND (is written in Indonesian & English)
+ A valid passport & a photocopy
+ 1 current passport photo (name on the back)
+ The current processing fee (non refundable)
+ Evidence of employment with letter giving permission for time off from employer (if employed)& a photocopy
+ Identification card(KTP) & a photocopy
+ Family Card (Kartu Keluarga) & a photocopy.
+ Birth Certificate (showing both parent's names) & a photocopy
+ Evidence/copy of their bank statement/account if possible
+ Handling fee for AVAC payable in cash & rupiah (currently 150000rp)
*All photocopies need to be certified photocopies.
From You:
+A letter of invitation (and an itinerary is often a good idea)asking them to visit & that you will be responsible for all accommodation, meals, expenses etc (if the person you are inviting does not have the funds)
+A copy of your passport
+Evidence of funds to support their time in Australia -ie bank statements for the last 3 months

+Submit all originals & copies that are required
+Pay the fee & hand in the required forms.
+Answer any questions they pose at the time
+Wait 3-5 working days for the answer.
+Must travel within 3 months of issuance of visa.
+Be aware costs for the ticket, fiscal tax, departure tax etc.

*Fiscal Tax is 2.5 million rupiah per person for residents who do not have tax identity cards (NPWP)
*Departure Tax is 150000rp per person
*It is advisable for the person visiting Australia to carry a reasonable amount of cash on them at arrival - especially if a long stay (eg 3 months)regardless whether or not their "sponsor" is covering all costs.
*Travel insurance for your visitor can be arranged before or after arrival
*Currently it is cheaper to purchase a ticket to Australia with Garuda, in Bali.
*There is a Garuda office at the Kuta Paradiso Hotel in Jln Kartika Plaza tuban
* Flights can be booked from Australia with airlines by the sponsor.
