There is no need for a laptop computer to use Skype.

I have seen several European tourists using Skype in internet cafes in Bali. They had brought their own headsets.

I also saw that the internet cafe in Jalan Goutama in Ubud offers Skype at Rp 5 -7,000 per minute including the use of their headsets.
