Richard, the owner of Rambutan, unless it has changed hands, contributes on occasions to the forum so he may have seen Ness's comments. I, personally, would be inclined to email him and send a copy of Ness's comments with a mention that you hope the problems will not be reoccuring for your visit.
I did this once after a rather scathing report by someone on some accommodation we had booked and we were upgraded and given all sorts of extra bits and pieces.
As far as I'm concerned, everywhere should be clean and all fixtures, fittings and facilities working properly - regardless of the number of stars a property has.
