Pay tax to collect parcel in Bali????

I have sent a camera to a friend in Bali. I am now told that to collect it from the post office he has to pay beacukai (a service tax) Can anyone confirm this? What will happen to the camera if it is not collected - will it be returned to me in Australia? Any help greatly appreciated.
