You are talking about Visa on Arrival (VOA), which is where you queue up and pay either USD25, or the equivalent in AUD and go through normal channels.
The VIP is an additional service that you can use, where you pay the VIP service provider the USD25 or AUD equivalent (or rupiah), plus a fee for the additional service, and you bypass any queues and go straight to the luggage pick up (Or wait in a lounge while they do it for you), and you are fast tracked out.
