Prepaid Optus sims are good in Australia only. How on earth is the local Indonesia carrier going to get paid if you have limited credit on your phone????
Bali isn't a country, its part of Indonesia so you might find that on the Optus site.
Best thing is to take an "unlocked phone and buy a local sim card in Bali.
