When attracting your business, the establishment uses its facilities to add value to their package to get you in, and the facilities also play a part in determining the "star rating" of the establishment to provide further incentive.
The number of pool facilities would also be set to cater for the capacity of the hotel, so "blow ins" will upset that balance, and may even deprive full paying guests of lounges or other facilities like space at the bar etc.
Perhaps the most important factor is the type or behaviour of the "blow in".
If its a couple with excessively noisy and uncontrolled kids (current topic for some reason), or a group of drunken clowns making themselves an irritation to "proper" guests, it could be seen as innapropriate.
A pool is a far more personal environment than a restaurant for obvious reasons.
At the end of the day it will be a management call, but that is not to say that some full paying guests will see it as a money grab at the expense of their own diminished facility.
