Excess Baggage

Virgin, or Pacific Blue, told me they charge $10 per Kilo for excess baggage if I prepay on departure.
I have searched the archives... yes I searched!!! and am still unclear as to what is charged when departing Bali.
Is is $20 per kilo, and then it is negotiable?
