We always change around $1000 on our first day, really the difference between, for arguements sake 7800 to 7950 is p*** poor. Then we know we've money on us, leave it in the safe, always no problem. Then after a week or so, go change another bulk lot.
Always at the main branch of the bank or Kodak shops.
As for ATM withdrawal, we found last time, (Mar), we got a better rate through the ATM than at the Kodak or Bank! First time that's happened.
