Terminal 1 services only Domestic Flights with the exception of Garuda Indonesia for which all flights Domestic and International both Arrive/Depart from Terminal 2.
Your Jetstar International flight will arrive into Terminal 2 where you will pay VOA and clear Immigration and Customs, before going to Terminal 3 which is used at this stage by only Air Asia Indonesia(Domestic Flights only) and Mandala Airways services.
I was at Jakarta Airport last night to drop-off a passenger leaving for Singapore on the newly-introduced Tiger Airways "Harimau Service" and saw the completed Terminal 3 - totally "stand-alone". Whilst reasonably close-by, there does not appear to be any walkway between Terminals 2 and 3 so you will need, I should think, to take a taxi.
If you ask your Jetstar Cabin Crew, perhaps they can check ahead to obtain transfer particulars for you (one can always live in hope lol).
In reading the Jakarta Post article posted by gadisdea, they have it wrong (not surprised about that lol)with respect to Terminals 1 and 2. What I have writted here is correct.
