You can get a sea view in the Inna Grand Bali (twn storys high) north Sanur within this price range, although the property is looking a little tired. Have not stayed there. Other than that there is a budget property that I had a look at in April at the south end. It is called: COTTAGES WERDHAPURA. There is a web site: www.werdhapura.com. It is really basic and no pool, but new and clean rooms (cottages) and right on the beach. I had a look in them and they were clean. The standard cottage was Rupiah 350000 per night, the family cottage 300000 the deluxe 500000 (and in my view with the extra money - larger room). There was a great restaurant on site. Apparently the pool is coming in 2010. If a pool is not important then this could be the go. Other than this, I really do not think US$40 will get you sea view in Sanur.
