We have stayed at the Dynasty a few times. The price difference says it all I think. With small children the Dynasty wins hands down but if your children are a little older and particularly if you have friends at the same place, you should be happy enough with the Melasti.
It is opposite the beach and there are plenty of reasonably priced restaurants around the area. Don't know if $$ are an issue, but having eaten in both areas in December I think the restaurants in Legian are cheaper than those in Tuban now.
