Arrival 9pm Mondays

Wondering if anyone can advise on wait times for voa/immigration on Mondays around 9pm. We are on JQ 37 from Sydney in May and will be with a toddler and an infant, so we are weighing up if it's worth getting VIP VOA or if not so busy just line up?
