When I was in Bali last month, I read that the local government cannot do anything about the old Sari Club site in Jalan Legian (site of the first Bali bombing), as it does not know who owns the site.
Apparently, there was a flurry of transfers in the 1970s which led to this confusion.
The local government has put up a sign on the site asking the owner to step forward.
