I am a JP and have been asked to witness documents in Bali - after speaking to the Attorney General's department and reading my handbook it is clear that because I am appointed in NSW I can only witness documents while I am in that state. I understand that this applies to all Australian JPs, solicitors and barristers. I think the Australian Consulate would be your best bet.
For your info my JP handbook says this about territorial limitations- "Justices of the Peace appointed in NSW can only perform their JP functions within the state of NSW and whilst physically present in the State".
I would hate you to have your documents witnessed and when you send them back to OZ find they have not been done properly.
