Hi, i stayed for 3 weeks at the Patra last month. I wouldn't be too concernced about the dogs. I only ever saw 2 dogs enter the gorunds & security chased them off pretty quick (1 of those dogs looked pretty well fed & was a friendly little thing, lol).
Service was also pretty good, i have no complaints there.
All in all we had a great stay at the Patra & would stay there again. Only negative was the distance away from everything, but its only a 20 minute walk to Kuta or front desk would always call us a Taxi.
i've never stayed at the Dynasty so can't comment :)
