3 weeks!!!,how lovely!...and Ubud/Sanur is the go for sure.
If I had 3 weeks,I'd start off with 6 nights Ubud,then go north to Lovina for 3 nights,then travel east all the way around the N.E. coast stopping for a couple of nights in Amed,then maybe 3 nights in Candi Dasa before heading back down to Sanur for the remainder.
If you didn't want to travel around quite so much then just Ubud with Central Highland daytrips,followed by Sanur with Kuta and/or east coast daytrips would just about cover it for a first trip to Bali.
