This happens often in every kos in South Bali. The situation I described occurred at 2:00 a.m. this past Friday morning--at the kos (boardinghouse) at the end of Gg. Kebyar, near Jl. Double Six. Periodically the banjar makes these sweeps--presumably when their coffers are running low.

As to the question regarding "Is it worth the effort?" Yes, a banjar card in Legian costs Rp.75,000 per person--and wives are required to purchase the card whether they are working or not. This particular kos has a couple dozen adults in residence, so the banjar's take exceeds US$200.

Moreover, the card expires in three months--when the fundraising process begins all over again!
