My 'once a year upfront' was a rough estimate that included fees, uniforms, books, and everything else (e.g. once we had to buy a desk otherwise the child couldn't get into the school they wanted), as the question was along the lines of 'what are we up for'.
Sounds like the kids you are paying for are not paying fees as such, just books uniforms and other upfronts. My Indonesian husband has put 10 children from his family through primary, junior high, senior high, and university (some in Lombok, some in Bali) and it really does vary - even in the same district. We have two kids in year 8 at the moment in two different schools 5 kms apart and the upfront varies by 500,000, for example. The more expensive school has a better reputation, higher standard and is harder to get into.
