A new slant on VOA

A friend has been booked on a Holland-America line as part of the entertainment, boarding in Cairns then going to Darwin, then to 3 Indonesian ports (including Padang Bai) then on to Singapore where she disembarks, a total of about 10 days. Even though she's not planning to go ashore at all (she never does), she's been told she has to have a visa, which she has to get in Australia before she boards the ship, and it will cost her $60 (I presume Oz dollars). Does that sound right to anyone?

Any suggestions or information?
