The Locals Queue can be slower than the VOA queue.
My wife who is Indonesian joined the Locals Queue, but a Balinese fellow (a rough sort) started abusing Imigrasi. They in turn assumed that my wife was part of his group. They put on a "go slow" insisting that all the forms had to be filled out again and the right forms were unavailable etc etc.
My daughter and I ended up waiting at the baggage carousel for her, after all the VOA passengers had arrived at their hotels.
