I spent four nights in Padang Bai last month. It has a small semi-permanent expat population that hangs out at the Marco Inn or Zen Inn.
In addition to the bay, there are two other beaches Bias Tugal and Blue Lagoon. Bias Tugal was the best beach.
Avoid the Cafe Padang Bai. They serve a Jumbo Snapper which was barely 8 inches long.
