every mobile phone I have ever seen has one, sometimes on same key as * or same key as zero (you usually just quickly press the key twice to get the + onto the screen). The + sign is the equivalent of the international dialling code (in aust is 0011). If you travel frequently or sms to international numbers it makes life a whole lot easier to store your numbers in the phone book this way.
