We have caught the ferry several times and have found the evening is the quickest time to travel. The ferries do leave quite regularly, we caught one that left at 6pm and arrived at Pandang Bai around 10pm with no waiting to dock. During the day they leave around evry 2 hours, so I would get there as early as possible and leave plenty of time.
