the meaning of that sentence is actually that definitive tests have been done on the brains of 17 dogs and that they are still waiting for the results. There is no positive test without brain sampling. That some unaffected dogs are sacrificed to ensure that a catastrophic outbreak does not occur is a very small cost to pay to protect many dogs and many people.
