I still can't work out why some people are so determined to get US$25 changed over just to pay VOA. I've always paid in Aussie dollars and it's never taken me any longer than anyone else, and I've always paid what I expected to, based on the exchange rate. Works out cheaper than paying fees to get US bank notes.
If you're getting US currency for some other reason, then yes it makes sense to get an extra $25. Otherwise it's just changing money into an extra currency for the sake of it.
