Not a lot of detail about how the purchaser was scammed, but always a danger.
There is no shortage of people in Bali prepared to take advantage of "tropical blindness" when it comes to investments there, and that is not just in villas!!
It can be a real lottery, and it may not be unreasonable advice to say that if you can't afford to loose it, don't put it in!!
The real worry is the comments about lack of actions in enforcing judicial decisions by the Balinese authorities (according to the article)
I am sure that some investments work out fine, but I think you need to be there 24/7 to ensure that you are not being scammed.
