Flight Centre are a member of AFTA (The Australian Federation of Travel Agents) and must abide by a code of ethics governing all AFTA members.
Ring AFTA and voice your complaint.
Flight Center's FAQ states:
"Flight Centre does not charge customers a fee to make land travel arrangements. Fees may be charged to change or cancel bookings."
Personally I think it would be unethical if you are charged one cent to change your hotel booking.
