I have spoken with Virgin, plus I have a friend who works with Air Services Australia (The Australian Air Traffic Controllers) and all communications from them is that it is Indo Government, not allowing Flights orginiating from DPS. It has to be part of a "round trip back to OZ"
As stated this protects national interests, such as Garuda.
The Australian Government has the same stance over the "Kangaroo Route" From Sydney to SanFran/LA - Only qantas fly it, that is changing with a second national Carrier - V Australia. STarting in the next few months, Foreign Airlines have to have stop overs on the route.
