I regularly bring in spice, vanilla beans, whole nutmegs, peppercorns,coriander seed etc. with out a problem ever. All ways declare them. Whole nutmeg always has them foxed for a while but they always come back after 10 minutes of asking colleagues and say they are fine! Have brought these things in through Sydney, Melbourne and Adelaide.
