help for you but me and a mate actually chartered a boat for a full day after being approached by one of the staff at the Bali Bagus Pub. He just approached us and said - you wanna go fishing ? - we said yep and we got a boat to take us fishing and over to some great snorkle spots around Lembongan Island. Cost $800 for the day including everything (rods, bait, ice, food and drinks etc etc).
And we actually went the very next day so availability seemed pretty good so maybe it will be easy to sort out once you get to Bali.
