Komang Adi is the cheapest silver jewellery place i have found .They are wholesalers ,and get pretty busy with people picking up shop orders.But very very cheap.Address Br.Tangsub-Celuk-Sukawati-Gianyar bali.I got 50 silver chains for 3.50 each to give you an idea ,the harmony bells cheapest i could get was 75,000RP they had the same for 53,000Rp.
