There are surf schools on Legian beach north of Kuta.
Rip Curl surf school is near the Blue Ocean restaurant and there's another one based in the Legian Beach Hotel but I don't know its name. Be aware though that because of the shape of the coastline and the reefs which protect Kuta, Legian does pick up more swell so conditions can be a little hairy.
You can hire boards from people every 50m or so along Kuta/Legian beach. Price can range from 10 - 20 000rp for one hour or as long as you like depending on who you're dealing with.
