If you bought you phone within recent times, it may be "locked" to the vodaphone network. There are some people who can unlock it, but I'm sorry, I don't have details. Alternatively, if it is a 3G phone, I don't think this system works in Bali?
Borrow someone else's sim card and see if you can dial out on it. If it doesn't work, it is probably your phone.
