I must disagree woth the assertion that all "no commission" money changers will cheat you. I normally use PT. Balidavalas Money Changer located just inside Poppies Lane 2 off Jalan Legian. They do not charge commission and I have always found them to be honest and their rates are good.
The issue of taxi drivers and small vendors apparently not having small change us a perennial one.
My tactic is to always use large notes at places that always have change - large hotels, post offices and department stores etc. This enables me to pay taxi drivers and small vendors the exact price.
