Do you mean you were in Bali, paid a cash deposit and were told verbally the rate was $70.00 or was this done over the net so you have a written record,as it makes quite a bit of difference.
In theory the rate can't be altered after a deposit is made but in practice it can if you have no evidence of the quoted rate.
At least you have a record of the date the deposit was paid and you can use this to insist that you receive the rate applicable at that time.
