deep fry the ikan bilis, dried chillies and peanuts (separately) in oil first then drain them (watch the dried chillies as they only take a few seconds). Then fry a little finely sliced onion and chopped garlic until brown, then add the ikan bilis, broken up dried chillies and peanuts and serve. Deep frying the main ingredients first stops them going mushy.
