There is also the issue of the emerging tourist industries from other Asian countries including Korea, India, China and Eastern Europe...most embarking for the first time are after the 3 star package deal...demand is up so supply of these rooms is going down.
Having stayed in many hotels in these countries of varying standard the 3 star Bali hotel is superior in most cases in both ambiance and cost...it is unlikely that many of the emerging new tourists are going to complain and get picky once they get home and recommend to their friends.
It seems that when some hotels renovate and up their stars and price they are focusing on the Japanese, Korean, Singapore, Malaysian and rich Jakarta markets. I know of one hotel that has a permanent 5 night per week booking of pool villas at $USD375 per night x 10 villas all year.
Due to the populations of the new market countries having greater potential demands than the previous markets I can only see, sadly, over time further degradation in Bali.
