Vodafone, telstra, optus (sim accounts, not prepaid cards) all have reciprocal arrangements with local carriers in most parts of the world, including Indonesia. If the service is lousy its more to do with the local conditions than who your home telco is.
Do as others have sugested. Get a Bali SIM.
