For the proported cheap airlines e.g. Jet* it is how they makeup more revenue. I am not sure re Indojet but for Qantas it is in the illusion.
Some of my friends are convinced if you frig around and huff and puff and then eventually lug the heavy suitcase of 25kgs on the scales then the checkin chick or chap will already be considering charging. If though you pop on perhaps a 15kg and a smaller 10kg with little effort you will probably be OK...one of their main issues is the wrath of the baggage handlers so you have now done them a favour.
I do know that the new Tiger Airlines is charging $33 per kilo over 15kgs on a longer haul flight unless you book extra 72 hours before departure.
